Each registered agent has an immutable identity. Permissions follow the existing delegated authority chain.
Requests resolve to ALLOW, DENY, or ESCALATE. Owner approvals bind the request and policy version.
Ed25519 receipts bind the action, decision and journal head. Verification uses Numina’s published key.
